Can Student Care Centres (SCCs) collect upfront fees?
SCCs should not collect upfront fees as the In-Principle Approval (IPA) email indicates the approved SCFA subsidy tier and the SUG eligibility. The IPA email notifies both parents and SCCs about the child's eligibility. MSF will honour the IPA for 6 months from its date of issuance, even if household circumstances change during this period.
