One of the biological parent’s names is not indicated on the child’s birth certificate. Does he/she need to provide consent to the adoption?
Yes, the biological parent will be required to provide consent to the adoption during the adoption application to the Court, even though their name is not on the birth certificate.
The biological parent will be asked to provide an additional affidavit and DNA test report proving their maternity/paternity relations with the child.
The affidavit should include:
o Background of the child’s conception/birth
o Why the biological parent’s name is not in the birth certificate
o Whether the biological parents are still in contact with each other
o Whether the biological parent consents to the adoption
The DNA test must be conducted in Singapore, by a provider registered in Singapore.
