Can I change either the Child Development Account (CDA) Trustee or Child Savings Account (CSA) Joint Account Holder, without changing both to the same person?

CDA Trustee and CSA Joint Account Holder must be managed by the same person. Any request to change either the CDA Trustee or CSA Joint Account Holder would effect a change for both.
