I am not entitled to the parental leave schemes as I worked with my employer for less than 3 months when my child was born. Can I appeal for the entitlement?

The government may reimburse employers if they voluntarily grant

to employees, even though the employee did not meet the three-month continuous employment criterion. The employee must still meet all other eligibility criteria for the leave, such as having a child who is a Singapore citizen. Please refer to the respective information pages of the respective schemes for the eligibility criteria.
