It means that in whatever we do, i.e. our policies, programmes and in our dealings with children, we should consider the best interests and well-being of the child. For example, in a custody dispute investigation, we take into account the child's views on whom he or she wants to be placed with, as well as which parent/person is best placed to care for the child. Another example would be programmes such as the Guidance Programme (GP). The GP gives young offenders a second chance to make amends, instead of charging them for their offences.
