How is the Child Order determined under the Government-Paid Leave Scheme?
Please use the following formulae to determine the child order of the current child:
Where the biological child’s date of birth or the adopted child’s Formal Intent to Adopt (FIA) date is on or after 1 Nov 2021, take the sum of the number of times, as at the biological child’s date of birth/adopted child’s FIA date, that you have:
a. given birth [1] (please include stillbirths and children who have passed away);
b. made an application [2] to adopt a child under Singapore law, where the child is below the age of 12 months and is a Singapore citizen at the date of the application;
c. had a dependent’s pass issued [3] in respect of a child whom you intend to adopt under Singapore law, where the child is below the age of 12 months and is not a Singapore citizen at the date of the issuance of the dependent’s pass; and
d. adopted a child under foreign law, where the child is below the age of 12 months at the time of the adoption.
Where the biological child’s date of birth or the adopted child’s FIA date is between 1 Jul 2017 and 31 Oct 2021 (both dates inclusive), take the sum of the number of times, as at the biological child’s date of birth/ adopted child’s FIA date, that you have:
a. given birth [1] (please exclude stillbirths and children who have passed away);
b. made an application [2] to adopt a child under Singapore law, where the child is below the age of 12 months and is a Singapore citizen at the date of the application;
c. had a dependent’s pass issued [3] in respect of a child whom you intend to adopt under Singapore law, where the child is below the age of 12 months and is not a Singapore citizen at the date of the issuance of the dependent’s pass; and
d. adopted a child under foreign law, where the child is below the age of 12 months at the time of the adoption.
[1] Multiple births (e.g. twins) are considered one child order.
[2] Such application is not withdrawn or refused at the delivery/FIA date.
[3] Such dependant’s pass is not rescinded or revoked at the current child’s deliver/FIA date.
For both categories, please:
a. Include the child who is the subject of the application
b. Exclude all step-children, foster children and natural children who have been adopted by another person as at the date of birth of the biological child or date of the FIA of the adopted child who is the subject of this application; and
c. Exclude any applications to adopt a child who was naturally born to you.
Example:
Mother A is taking GPML in respect of child A, delivered on 1st Dec 2021.
She had delivered twins on 1st Jan 2020 and adopted a child on 1st Jan 2022 (below the age of 12 months at point of FIA).
→ Child A is mother A’s 2nd child order.
