Why can’t part-time employees encash their annual leave and add it into their hourly gross rate of pay if they work between 30 and 34 hours a week for at least 5 days a week?

Employees are considered part-timers if they work less than 35 hours a week. Part-time employees who work at least 5 days a week with weekly hours between 30 and 34 hours inclusive have working hours similar to those of full-time employees. These part-time employees cannot encash their annual leave to ensure sufficient rest or time for personal activities, including holidays or relaxation.
