Why are platform workers not counted towards my Work Permit and S Pass quota?

Only Singapore Citizens or Permanent Residents who are employed under a contract of service and are paid at least the Local Qualifying Salary will count towards your foreign worker quota. 

Platform workers are not employees under a contract of service and are therefore not counted towards your foreign worker quota.
