Is change of department considered New Employment?

In general, changing department in the same company is considered career progression instead of new employment. As such, deferment requests based on changing department are categorised as "work commitments" rather than "new employment". Deferment applications based on work commitments are considered on a case-by-case basis, depending on the NSman's training programme, past In-Camp Training (ICT)/Individual Physical Proficiency Test (IPPT) performance and attendance records, deferment history, and the manpower requirement for that training. If there are exceptional circumstances, NSmen may still apply for deferment via ICT and Manning eService along with any relevant supporting documents, as early as possible.
