I was given a promotion/an annual increment but there is no increase in the Basic Rank Pay as reflected in the payslip.

Promotion/Annual increment will definitely result in an increase in the rank pay and hence the gross pay, but not necessarily in the Basic Rank Pay(BRP). The increase in pay is paid in the form of a higher NPC if the BRP and MVC remain constant.
