Why are musical instruments allowed at other events such as Chinese lion dances and Malay events?

Musical instruments have been allowed at events that do not involve foot processions, including at social, cultural and community events. These include drums for Chinese lion dances, kompangs at Malay events, and Nathaswaram and Thavil for Hindu community events such as Pongal or the Ustav Street Parade. These are non-religious events and do not involve religious foot processions. Therefore, the sensitivity and public order risk is lower. In addition, organisers for such events are generally advised to cease the playing of musical instruments by 10.30pm to reduce disamenities to residents.
