What is the definition of fund-raising appeal?

“Fund‑raising appeal” is defined as:

 

(a)   an appeal by any person, whether made expressly or impliedly, for money or other property that is made in association with a representation that the whole or any part of the money or property, or proceeds or returns from the money or property, will be applied for any charitable, benevolent or philanthropic purpose; or

(b)   the receipt by any person of any money or other property that is given in whole or in part for any charitable, benevolent or philanthropic purpose.  

 

All fund-raising appeals in Singapore, whether online or offline, regardless if it is for local or foreign charitable, benevolent or philanthropic purposes are regulated under the Charities Act, Charities (Fund-Raising Appeals for Local and Foreign Charitable Purposes) Regulations 2012 and the Charities (Institutions of A Public Character) Regulations (for IPCs).
