Who are the Sector Administrators (SA)?
The charity sector is regulated by five Sector Administrators (SAs) and the Commissioner of Charities. The 5 sectors and the 5 Sector Administrators are, respectively:
Education - Ministry of Education (MOE)
Health - Ministry of Health (MOH)
Social Welfare Services - Ministry of Social and Family Development (MSF)
Community - People's Association (PA)
Sports - Sport Singapore
Charities and IPCs that do not fall neatly under these sectors would be regulated directly under the purview of the Commissioner of Charities (COC). Organisations with multiple charitable objectives can submit their applications to the Office of the COC, who will decide which SA will take charge of the charity.
