What is HOMES and how does it affect N2RR?

HOMES (Household Means Eligibility System) is a means testing system that provides accurate screening by accessing up-to-date income data and family data. ECDA will be using HOMES to conduct means testing for all applicants of preschool subsidies and will require your consent to do so for this current N2RR exercise.
