My spouse and I, both Singapore Citizens, purchased an HDB flat in which I am registered as an occupier. If I acquire a private property, will this purchase be counted as my second residential property and will Additional Buyer's Stamp Duty (ABSD) be payable?
Occupiers of HDB flats are not considered beneficial owners of the flat; they are merely authorized by HDB to live there.
As a result, the HDB flat will not be counted as part of your property ownership for ABSD purposes. Therefore, ABSD will not be payable on the purchase of the private property.
