A Singapore Citizen who owns an HDB flat wishes to purchase a private condominium. Will Additional Buyer's Stamp Duty (ABSD) be payable if the HDB flat is sold upon the condominium's Temporary Occupation Permit (TOP) or Certificate of Statutory Completion (CSC) issuance?
ABSD liability is determined by the buyer's profile and the number of residential properties owned at the time of purchase.
As the individual still owns an HDB flat when purchasing the private condominium, ABSD will be payable at the time of purchase. There will be no refund of ABSD even if the HDB flat is sold after the purchase of the condominium, upon issuance of the TOP or CSC.
