Does holding an In-Principle Approval (IPA) letter issued by MOM guarantee my entry into Singapore?

The IPA letter does not guarantee entry into or stay in Singapore. All travellers, including those holding this letter, may be subjected to further interviews and checks at Singapore’s checkpoints. ICA will determine whether to grant entry and issue an immigration visit pass to foreigners at the point of entry. Foreigners with IPA letters who are issued visit passes by ICA at the checkpoints must obtain a work pass from MOM before their visit pass expires.
