Is there a quota on the number of short courses I can attend in a year without a Student's Pass?

There is no quota. Nonetheless, your entry into Singapore is subjected to the prevailing immigration entry requirements.

The grant of a visit pass to visitors will be determined by the Immigration & Checkpoints Authority officers at the Singapore checkpoints.

You are exempted from applying a Student's Pass to take up a short course as long as:
• It is conducted and completed within the validity of the initial visit pass granted at the Singapore checkpoint or within 30 days, whichever is shorter;
• It is a complete and stand-alone module on its own;
• It does not include hands-on practical occupational training and/or industrial attachment that involves walk-in customers or is conducted at premises that are also a place of business e.g. hair salons and beauty salons.
