Do PRCs applying to study in private schools submit the application to Singapore Embassy in Beijing?

If you are applying for a new Student's Pass, is from the People's Republic of China (PRC), is aged 19 years old and above (i.e. passed the 19th birthday), and wish to attend language, commercial, vocational and fine arts non-graduate/postgraduate degree courses [including the University of London (UOL) tuition programmes], your application will be first processed by the Singapore Embassy in Beijing before it is sent to ICA for processing.
