For those who do not qualify for Singpass (e.g. non-FIN holders), you may access the form using your passport number, email address and application ID. However, you will not be able to benefit from the pre-filling function and will have to complete the form manually. During enrolment at the preschools, you should have been asked to provide your passport number for you to log in.
