Customs supervision is not required for containers affixed with a Customs green seal. The requirement to apply for Customs supervision for unstuffing is only applicable to containers affixed with the Customs red seal. No approval is needed from Singapore Customs to break a Customs green seal, and you may proceed with unstuffing without applying for Customs supervision.
