I sold Strategic Goods to an overseas customer under Ex Works (EXW) incoterms. Does that qualify me as an exporter?

The exporter will be the party that issues the commercial invoice to his overseas customer.

He/ she will be required to declare the Freight-On-Board (FOB) value of the goods in the export permit application.
