Should the shipper (exporter) or the freight forwarder take up an export permit application, if the goods are sold on "Ex Works" (EXW) term?
For the purpose of obtaining an export permit, regardless of the incoterm used, the exporter in the application will be the party that issues the commercial invoice to the overseas buyer.
