My import and GST payment permits ("IG permits") have not been utilised. Can I claim for a refund or cancel the permits?

If the import payment permit is not utilised, you may apply for a refund via Trade Net. If you want to cancel the permit, it must be done before 2359 hours on the day of permit approval via Trade Net.
