Can I submit Form E via the International Connectivity PCO (IC PCO) service to China even though the Original Form E had already been sent out to my consignee?

With effect from 1 May 2020, China has implemented full transmission of electronic preferential Certificate of Origin (PCO). Hence, you would have to transmit Form E electronically to China via EODES. To avoid duplicate submission of Form E to China Customs, it is advisable to inform Consignee not to submit physical hardcopy Original Form E to China Customs. For more information on the electronic transmission of Preferential Certificate of Origin (PCO) to China, you may wish to refer to Singapore Customs website on the Electronic Origin Data Exchange System (EODES) with China.
