Do I have to apply for a Kimberley Process licence to trade in rough diamonds?
Under the Kimberley Process Certification Scheme (KPCS), a Kimberley Process Licence from Singapore Customs is required for the importation and exportation of rough diamonds under Harmonized System (HS) codes 7102.10.00, 7102.21.00 and 7102.31.00.
The licence fee is S$50.00 per year or part thereof and will be deducted from the company's Inter-Bank GIRO (IBG) with Customs upon approval.
The Kimberley Process Licence expires on 31 December of the year in which it is issued and needs to be renewed annually thereafter. The licence renewal is subject to Singapore Customs' review and assessment.
The application or renewal form for the Kimberley Process Licence can be accessed via Customs eServices at https://go.gov.sg/customs-eservices, search for "Application for Kimberley Process (KP) Licence".
