Who should apply for Strategic Goods permit for export, transhipment and transit cargo?

An individual who exports, tranships, transit or brings in a strategic good, software or technology must obtain a Strategic Goods permit.
 
If there is more than one carrier involved in a transhipment case, the onus is on the company that issues the Airway Bill (AWB) to submit the transhipment permit.
 
For transit, the carrier should be responsible for the submission of a Strategic Goods permit.
 
However, it is the responsibility of all parties involved to ensure that the goods that they are handling are covered by a valid permit.
