Who should apply for the application of the Strategic Goods permit for export, transhipment and transit cargo?

An individual who exports, transmits, tranships, or brings in transit a strategic good, software or technology must obtain a Strategic Goods permit. If there is more than one carrier involved in a transhipment case, the onus is on the company that issues the Airway Bill (AWB) to obtain the transhipment permit. For transit, the carrier should be responsible for the application of a Strategic Goods permit. However, it is the responsibility of all parties involved to ensure that the strategic goods that they are handling or transacting in are covered by a valid strategic goods permit.
