An invoice was issued to an overseas client. Goods were shipped to him via our local supplier. Who should be declared as the exporter in the permit?

For the export permit application, the exporter refers to the party that issues the commercial invoice to the overseas customer.
The price of the goods stated in the invoice, computed to Free on Board (FOB) term, shall be declared as the value of the goods in the export permit application.
