Who is deemed the exporter if I sold strategic goods to an overseas customer but deliver them to his appointed forwarder in Singapore for exporting?

The exporter will be the party that issues the commercial invoice to his overseas customer.
 
He will be required to declare the Free on Board (FOB) value of the goods in the export permit application.
