What should I do if I declared a lower or higher value of the goods in the In-Non-Payment (Approved Premises/Schemes) ME permit? The goods have not been cleared from the checkpoint.

If the goods have not been cleared and are still within the permit's validity period, you may amend the "ME" permit via TradeNet.
 
However, if the goods have been cleared or the permit has expired or both, you have to account to the Inland Revenue Authority of Singapore (IRAS) during your accounting return, showing the supporting documents for the actual value of the imported goods.
