How do I register as a Manifest Reconciliation Statement (MRS) Scheme user for sea shipments?

If you wish to register your company under the Manifest Reconciliation Statement (MRS) Scheme for sea shipments, the following criteria should be met:

a) Your company should have a valid entity identifier code/ Unique Entity Number (UEN), and

b) Your company should be involved in shipping activities (e.g. acting as a shipping agent).

Please read the MRS Scheme Terms and Conditions before completing the registration form. Please submit your registration with the following supporting documents:

i) Softcopy of your company's Maritime and Port Authority of Singapore (MPA) account registration letter;

ii) Softcopy of WMRS User Information, a letter indicating the name, NRIC/FIN/Foreign National ID numbers of staff (and/or contractors) registering for the submission of MRS; and

iii) Softcopy of Letter of Authorisation (if the applicant registering on behalf of the company is not holding at least a managerial role).
