If you see the error message as screen shot above:

You may want to check your credit card limit.
For company who register for more than one employee, you may want to try register for one employee first.
If issue still persists, you may reach out to PayPal Contact Us | PayPal US or Why can’t I link my credit or debit card to my PayPal account? | PayPal US
