Why are CPF transfers not eligible for the matching grant under the Matched MediSave Scheme?

The Matched MediSave Scheme (MMSS) is designed to encourage cash top-ups to senior Singapore Citizens with lower healthcare savings to help them save more. Thus, only cash top-ups to eligible members will be matched.
