Am I allowed to place luggage exceeding 10kg in the overhead compartment (for budget airlines)?

The total weight of the cabin luggage within each overhead compartment must not exceed the weight limit of the compartment. CAAS requires airlines to ensure that loading instructions and training be provided to its staff to ensure that the weight limitations of the overhead compartments are adhered to.

Airlines have the discretion to set the weight limit of hand luggage that can be carried into the cabin by each passenger as long as they meet CAAS’s safety requirements. Passengers should therefore check with their airlines on the weight limit of their hand luggage.
