Can spare lithium batteries and power banks be carried in check-in baggage?

Spare lithium batteries, including power banks, containing lithium batteries are not permitted to be carried in check-in baggage. They must be carried in hand-carry baggage into the cabin. Passengers are not allowed to carry more than two batteries, and they must be individually protected to prevent short circuits e.g. by taping over exposed terminals or placing each battery in a separate plastic bag or protective pouch.
