Today, all Singapore Citizens and Permanent Residents with MediSave accounts are auto-enrolled into ElderShield at the age of 40, and they can choose to opt out.
For auto-enrolled insureds, there will be no exclusions for pre-existing medical conditions like diabetes or hypertension. However, if you opt out and wish to opt back in later, you will be subject to a medical assessment, during which your applications may be rejected by the insurers if you have pre-existing medical conditions.
Pre-existing severe disabilities are not covered. If you are severely disabled, you are
advised to make a declaration when you receive your Welcome Letter for auto-enrolment from your ElderShield insurer. This is because those with pre-existing disabilities will not be eligible for claims. Any premiums already collected will be refunded.
A small group of seniors who were not eligible for ElderShield when it was launched in 2002 (because they were aged 70 and above in 2002 or had pre-existing disabilities then) are eligible for the Interim Disability Assistance Programme for the Elderly (IDAPE).

The Government works with the following agencies, Central Provident Fund Board (CPFB) and the Agency for Integrated Care (AIC), to operationalise and administer CareShield Life and ElderShield schemes.
As the Government will be operating CareShield Life on a not-for-profit basis, CareShield Life premiums will be based on actuarial principles with no profit margins priced in.
For ElderShield, the Government will maintain the current ElderShield premiums and run the scheme on a not-for-profit basis. There will be no change to benefits due under ElderShield. Any excess of premiums over claims will be used for insureds’ benefit. In the event that the actual claims experience turns out better than expected, there will continue to be premium rebates for all insureds.
Eldershield policyholders who wish to claim Eldershield payouts should submit their application via the Agency for Integrated Care (AIC) eServices for Financing Schemes (eFASS) Application Portal (https://efinance.aic.sg) using their SingPass.

For Eldershield policyholders who have no access to SingPass, their caregiver may login using the caregiver’s SingPass to submit a claim on behalf of the policyholder. Please note, that if Government records indicate that the policyholder has mental capacity, the payouts can only be directed to the policyholder’s bank account, so as to safeguard the policyholder’s payouts.

Eldershield policyholders or their caregivers are advised to submit their application via eFASS Application Portal (https://efinance.aic.sg) for shorter processing time. To request for a hardcopy form, please contact us at apply@aic.sg or walk in to any of the AIC Links (www.aic.sg/aic-link) for assistance. For AIC Link walk-ins, please bring along the policyholder’s NRIC and your NRIC (if you are not the policyholder). We will require the original government-issued photo identification (e.g. NRIC, passport or driver’s licence). Photocopied versions of the government-issued photo identification, will not be accepted. We seek your understanding that hardcopy applications require longer processing time.
The ElderShield payout should be credited to the Care Recipient's government bank account, the nominated bank account or PayNow account by the end of each month.

From September 2002 to December 2019, all Singapore Citizens and Permanent Residents with MediSave Accounts were automatically enrolled in ElderShield at the age of 40, unless they opted out of the scheme.
From 2020 onwards, there will be no new auto-enrolments onto ElderShield, instead, eligible Singapore Citizens and Permanent Residents born in 1980 or later will be auto-enrolled onto CareShield Life. You can find out more about CareShield Life here or make a CareShield Life claim here.
Those born on or before 30 September 1932, or born between 1 October 1932 and 30 September 1962 and had pre-existing disabilities as of 30 September 2002 were not able to join ElderShield in 2002. Instead, they may be eligible for assistance under the Interim Disability Assistance Programme for the Elderly (IDAPE) here.
From 1 November 2021, the Government has taken over the administration of ElderShield from the three MOH-appointed private insurers: Singlife (formerly known as Aviva), Great Eastern, and NTUC Income. The Government will work with the Central Provident Fund Board and AIC to operationalise and administer ElderShield. Claims servicing will be handled by AIC.

The ElderShield scheme is no longer open for new applications.
If you are born in 1979 or earlier and not severely disabled, you may choose to join CareShield Life via the Application to join CareShield Life e-Service and log in using Singpass to complete the application.
If you are born in 1980 or later, you will be automatically covered under CareShield Life.

How to Apply
Contact an MOH-accredited severe disability assessor for a severe disability assessment.

b. The assessor will conduct the severe disability assessment and collect an assessment fee from you. If the care recipient is assessed to be severely disabled, the full assessment fee will be reimbursed to you with the first payout.
The fees are as follows, if:
You visit an assessor’s Clinic: $100
An assessor visits your house: $250
c. If the care recipient is residing in a nursing home, the nursing home can help submit a Resident’s Assessment Form in place of the severe disability assessment. Please approach the nursing home for assistance.
Login to AIC’s eService portal (eFASS) with your Singpass.
We strongly encourage you to apply online as there is a shorter waiting time for application approval. If you are unable to submit your application using eFASS, please email us at apply@aic.sg or walk in to any of our AIC links to request for a hardcopy application form.
If the care recipient is an ElderShield policyholder but no longer a Singapore Citizen/Permanent resident, please inform us of your status and request for a hardcopy application form by writing to apply@aic.sg, as you will not be able to apply using AIC’s eService portal (eFASS).
Care recipients in Nursing Homes can arrange for payouts to be made to the Nursing Home to offset their bills. Please contact the Nursing Home for assistance with the application.
