Updated by AIC

The Migrant Domestic Worker (FDW) Levy Concession for Persons with Disabilities (PWD) lets families pay the Migrant Domestic Worker levy at a concessionary rate of $60 a month, instead of $300. Each household is eligible for up to two FDW levy concessions, caring for two loved ones at any one time.

How to Qualify

To be eligible for FDW Levy Concession for Persons with Disabilities, the care recipient must meet the following criteria:

Age

FDW employers caring for Person with Disabilities can apply.

For greater convenience, those who meet the age, citizenship and residential address eligibility criteria for the care of a young child (below 16) or aged person (67 years or above) need not apply for FDW levy concession. This is because MOM will grant you the concession based on the information you provided during your online application for an FDW.

Same Address

If you are hiring the Migrant domestic worker, you must be the care recipient, or living in the same address.

Nationality

Must be a Singapore Citizen

Requires Assistance with Activities of Daily Living

Always requires some assistance with at least one of the six Activities of Daily Living. These six activities are:

- Eating

- Bathing

- Dressing

- Transferring

- Toileting

- Walking or moving around

How to Apply

1. Obtain Approval

Obtain approval from the Ministry of Manpower (MOM)

You need approval from the Manpower Ministry to be able to hire an FDW. Click here to find out more about how to hire an FDW.

2. Assessment

Undergo disability assessment

Visit a General Practitioner (GP) or arrange with your care provider to obtain a Functional Assessment Report (FAR) *. The cost of an assessment may vary. Please contact your preferred assessor for more information.

Note: If you are also applying for severe disability schemes such as IDAPE/ElderFund, CareShield Life and MediSave Care, you do not need to obtain the FAR. Instead, contact an MOH-accredited severe disability assessor to undergo a disability assessment.

3. Application

Login to AIC’s eService portal (eFASS) with your Singpass.

We strongly encourage you to apply online as there is a shorter waiting time for application approval. If you are unable to submit your application using eFASS, please email us at apply@aic.sg or walk in to any of our AIC links to request for a hardcopy application form.
