Will MAS liable inmates still be allowed to be emplaced on Community-based Programmes (CBP)?

Inmates liable for the Mandatory Aftercare Scheme (MAS) may still be emplaced on Community-based Programmes (CBP) before their Earliest Date of Release (EDR) if found suitable. Upon their EDR, they will then be emplaced on MAS.
