What are the important things to note before I make a tender decision?

You are strongly advised to obtain the Tender Documents on the properties you are keen to participate in and inspect the documents before submitting the tender. The Tender Documents.contain the property information, technical information, draft tenancy agreement, the form of banker's guarantee/ insurance performance bond for the security deposit, the form of tender, the tender brief where you can provide your track record and business proposal, checklist for submission of tender and the envelope cover for submission of bid.
 
The properties are let out on an "as is where is" basis. You should inspect the property, preferably with the assistance of a Qualified Person (usually either an architect or a professional engineer); assess the costs of works needed before committing to a tender decision. Some examples of critical items that you can take note of include: extent of internal wiring and high tension cables, if the actual electrical load for your proposed use requires a new substation, whether flood-protection measures are required.
 
Prospective bidders are advised to bid according to their own assessment of the market rental they are able and willing to pay.
 
The State properties are put up for interim use(s) while awaiting development. As these properties are meant for interim use(s), you are to work with the tenure available for the State Properties as specified in the tender.  The tenant is to factor this in his proposed investment in the properties.
