Are bell curves used in grading the GCE-Level examinations?

Grades awarded to candidates taking the PSLE and GCE-Level examinations are not based on pre-determined percentages of candidates for certain grades (i.e. bell curves). Instead, grading takes into consideration various factors such as the paper difficulty and the quality of candidates work, so as to maintain standards across years.
