Can I apply for Petroleum & Flammable Materials storage licence if I'm not the premises' owner?

Where the applicant for a licence to store or keep any petroleum or flammable material or both at any premises is not the owner of the premises, the application shall be accompanied by the consent in writing from the owner of the premises or from the legal personal representative if the owner is deceased.
