An affordable, high-quality and financially sustainable public transport system is a shared responsibility. The cost of providing more concessions for senior citizens must ultimately be borne by other fare-paying commuters through cross-subsidy. PTC has to be prudent and strike a balance between providing more concessions and managing the corresponding costs to be borne by other commuters.
