Why are we still raising fares despite repeated disruptions? Should we not cancel the fare hikes or reduce fares given that service standards are declining?

The public transport system's performance and reliability are regulated by the Land Transport Authority through performance incentives and regulatory standards. When significant disruptions occur, public transport operators can be penalised financially. This is a more targeted approach than lowering fares across the board, for all operators and services. 

 

Meanwhile, the PTC continues to set fares to cover rising operating costs. This allows rail operators to continue paying their workers fairly, and investing in maintenance and capabilities, so that they can improve their performance.

 

PTC had previously looked into whether fare reviews should be linked with service levels but decided not to do so. Our fares are distance-based and standardised across the network regardless of the mode or line used. Operators receive the same fare for ferrying a commuter the same distance. If we adjust public transport fares to try to punish one operator, all public transport operators will be affected. This would not be fair on the operators. It would also be unfair for commuters to pay different fares depending on which lines they use, especially if they weren't affected by service issues.
