What are the documents required in a Letter of Recommendation (LOR) application?

To apply for a Letter of Recommendation, please bring along the following original documents, where applicable. Documents that are not in English/Malay language must be accompanied with its certified translation in English.

1. Valid NRIC or Passport

2. Deed poll, if name differs from the name in the NRIC

3. You are required to execute a statutory declaration (SD) at any local commissioner for oaths (CFO). You may wish to refer to the to the Singapore Academy of Law's CFO directory at this link: https://legalisation.sal.sg/directory for the list of CFOs and the law firms that provide the service. Download the SD form here and bring it for you declaration at CFO.

4. A court issued Certificate of Divorce, Decree Nisi Absolute aka Making Interim Judgement Final, if divorced

5. Death and marriage certificate of deceased spouse, if widowed

6. Annulment certificate, if marriage is annulled

7. Approval letter for polygamous marriage issued by the Kadi, if groom is married

8. Conversion card issued by MUIS, where applicable.
If conversion is contracted outside Singapore, the certificate should be duly endorsed by MUIS.

9. If at least one of you is below 21 years of age, it is mandatory for both to complete the Marriage Preparation Programme (MPP).

10. If your proposed foreign spouse is currently a work permit holder or an ex-work permit holder, you are required to obtain prior approval to marry from Controller of Work Permits at Ministry of Manpower (MOM).

11. For female applicant only:

If your wali will not be present for the nikah, he is required to attend with you and bring along 2 male Muslim witnesses who are above 21 years of age for the purpose of the letter of authorization for you to submit to the religious authority of that country.

You are required to provide the name of the Kadi who will conduct your solemnization, as well as the details of the maskahwin and the hantaran (if applicable).

1. Photocopy of Identity Card and Passport

2. Photocopy of conversion card, where applicable.


3. Letter of approval to marry from the Ministry of Manpower (MOM) if you are a current or former work permit holder (including Training Work Permit Holder).


4. Marital status


5. Photocopy of divorce certificate, if applicable


6. Photocopy of late spouse’s death certificate, if applicable


7. Highest educational qualification, occupation, name and address of employer


8. Address of the Islamic religious department where the marriage is to be registered
