Yes, you can submit a request through go.gov.sg/contact-bb for a change of Child Development Account (CDA) trustee before account opening. If the new nominated trustee is a Singaporean or Permanent Resident, they can complete the opening of CDA at the online bank portal of DBS/POSB, OCBC or UOB. If the new nominated trustee is a foreigner under UOB, they will need to obtain a Letter of Authorisation (LOA) from MSF before visiting any UOB branch for account opening.
