How many proposals can I submit? Can I submit a proposal together with another operator as a consortium?

There is no limit to the number of proposals you may submit, though applicants are encouraged to put forward strong proposals. Each application should cover a single idea or project, and must be submitted by a single operator, consortium proposals are not accepted.
