Yes, the guardians of these children may apply for SCFA subsidy for the child. The non-legal guardian is required to provide either (i) self-declaration that they are not able to contact and have no knowledge of the child’s biological parents ‘whereabouts, or (ii) parent(s)’ death certificate, or (iii) police report, or (iv) letter from Prison/Drug rehabilitation centre (DRC) with estimated date of release.
