What is the difference between regulatory action and criminal penalties?

Contravention of regulatory requirements under the Bill may result in either regulatory actions or criminal penalties. Regulatory action would include consequences such as suspension of licence, revocation of licence and modification of licence conditions. The regulatory action taken would depend on the severity of the regulatory contravention. Criminal penalties would refer to fines, and/or imprisonment.
