How are mechanical restraints defined? Under what circumstances, and what kinds of mechanical restraints will be allowed?

Mechanical restraints refer to equipment such as cloth bands, handcuffs, leg braces and flexi cuffs. This is in addition to physical restraints which refer to restraining a resident using bare hands only, within reasonable force For a start, MSF will only permit Adult Disability Homes, Adult Disability Hostels and Children Disability Homes to use cloth bands under specified scenarios. This includes: (i) ensuring that the resident does not (further) harm himself/herself, other clients or staff and (ii) preventing the resident from committing any offence or damage to property. SRH staff would also need to complete relevant training as prescribed by MSF, before they are permitted to use restraints under specified scenarios.
